In order to be dominant in the fierce competition , countries over the world positively build up advantageous environment and take efficient measures to keep talents, still make full use of their own multiple advantages such as science ,technology and economics to appeal talents of other areas steadily in the short time. It is not effective enough that market only plays a role in the integration and exploitation of talent resource and in the communication and cooperation of talent resource. Difference caused by the imbalance of economical development among the eastern,western and middle areas ,mechanism of huaman resource exploitation ,circulating channels ,operating patterns and cooperation approaches can not accommodate economical development and market requirement The government should undertake important responsibilities in macroscopical control, market supervision, law provision, imprivement of environment etc. How to standardize and optimize governmental behaviours during regional talent cooperation and clarify governmental role and improve governmental functions based on sustainable development of regional talent cooperation has been a problem that needs to solved urgently .The thesis studied the government behaviours of Chongqing municipal in the respective of talent cooperation,established the strategic objective that Chongqing municipal should root in Chongqing area , focus on the western region and radiate the whole countries ,and followed the operating ways of government guidance, science technology promotion , medium dissemination and marketization .At the same time, it built an complex structure consisted of interior talent cooperation of Chongqing municipal,inter-area talent cooperation and international talent cooperation ,still put forward that we must handle relationships well among international circulation ,China open to the world, exploitation of western China and development of Chongqing area ,and recognized the advantages and disadvantages , was adept in sharing the beneficial conditions of"two markets , two sorts of resources", and try to induce the common problems governments confront during regional talent cooperation while establishing patterns of talent cooperation that suits Chongqing's characteristics.
