Citizen participation, one of the most important propositions of public administration, provides advantages in conforming to democratic notions, ensuring decision-making quality, sharing government functions, and fostering citizens' democratic and cooperative spirits, and thereby are highly valuable and significant for China's ongoing vigorous promotion of socialist democratic development. Female migrant workers in the city are a special group which has emerged during China's economic transition; they are unstable low-income group marginalized in the city; the superimposition of three identities - non-locally registered residents, manual laborers and women, has given rise to their disadvantaged position in society. The extensive inadequacy of the participation of the disadvantaged group in public affairs is a practical problem in China's democratization process. This paper focuses its research on Xiamen, conducts theoretical analysis and cites some survey data to explore the ways in the democratization process to identify the special needs of female migrant workers in Xiamen, to steer them to establish participatory awareness and convey their wishes, and to build a harmonious image of new citizens through positive interaction with administrators and by building mutual trust, thereby safeguarding their legitimate rights and interests.
