With constant development of higher vocational education in China, we have put forward higher requirement for the higher vocational teachers. In addition, the higher vocational colleges mainly trained the higher technological practical personnel in different industries such as production, construction, management, service industry and so on, so the teachers should not only study the theory knowledge, but also have abundant practical experience. This was the concept of the "dual functional" teachers that we put forward in recent years, and the higher vocational colleges have the advantages of training outstanding "dual functional" teachers. The stricter the responsible institutions require for the teachers' ability, the more scientific the appraisal mechanism becomes. Therefore it is a very important task to appraise the "dual functional" teachers in higher vocational colleges.Since higher vocational education in China began later than the foreign countries and developed immaturely, this paper has mainly chosen some developed countries which have had successful experiences on the higher vocational education and I specially take the United States of America and Australia as an example. I paid attention to the development of "dual functional" teachers in the higher vocational college first, then I investigated the appraised mechanism of the "dual functional" teachers. While I did the same research on the development and the appraised mechanism of the "dual functional" teachers in China. Through comparing the states between the developed countries and China, I have a rough understanding on the appraisal mechanism of the "dual functional" teachers and I also find some differences between them, such as the developed countries pay more attention to the standardized construction and the improvement of overall quality of teachers, and values overall consciousness further when they appraise the teachers. However our country is vast in territory and there are many differences among the different provinces, it is necessary to explain microscopically the appraisal mechanism of the "dual functional" teachers in China on the case of some higher vocational colleges in Hunan province. The article mainly has described the policy and regulation on the appraisal mechanism of the higher vocational colleges: the standards, conditions, appraisal procedure and appraisal contents of the "dual functional" teachers; the state of the appraisal mechanism of the teachers in the higher vocational colleges in Hunan; explaining on the case of the "dual functional" teachers training in the Hunan Industry Polytechnic college. On the other hand there are some problems on the appraisal mechanism of the "dual functional" teachers in the higher vocational colleges in Hunan: when we appraise the "dual functional" teachers, the content is not unified and the content is not easy to understand; the appraisal mechanism lack the theory foundation; the appraisal pattern is backward; the execution of the policy of training the "dual functional" teachers is not enough. According to the problems above, I suggest to set up the scientific and rational appraisal mechanism: the government and higher vocational colleges construct the rational appraisal mechanism together; we combine various appraisal mechanisms to improve the quality of the teachers; We should establish the rational index system on the appraisal mechanism of the "dual functional" teachers. We make progress through evaluation and promote the quality of the "dual functional" teachers in higher vocational colleges.
