Higher vocational education is an integral part of higher education in China with the nature of both "higher" and "vocational" educations merged with each other. As it aims at training students not only with the knowledge necessary for a certain profession but also with the practical skills in it, some particular requirements are set on teachers in vocational colleges and universities. To construct a team of "double-qualification teachers" with both teaching and professional qualifications is the key to meet the target of higher vocational education, which is career-oriented with great emphasis on professional skill training or field-work experience. And the development of vocational colleges and universities depends largely on the construction of such a team.This essay, first of all, explores what "double-qualification teachers" mean and what role they play in higher vocational education. It then shows the current situation of constructing a team of "double-qualification teachers" in the vocational colleges and universities in Hunan Province by sorting out the data revealing the results of a questionnaire issued to these colleges and universities, probes into the existing problems the vocational colleges and universities are faced up with in building up a team of "double-qualification teachers" of their own, and as well the causes that lead to these problems. Based upon this, it suggests by taking human resources management theory, establishing an incentive mechanism for teachers of vocational colleges and universities to provide a good environment for growth of higher vocational teaching team. Turning to some advanced countries for their valuable experience in this aspect with the support of the practical theory, this essay tries to derive some inspirations to help the vocational colleges and universities in Hunan Province to construct a team of "double-qualification teachers" of their own with regard to: 1) to ensure a stable system; 2) to advocate lifelong study and lift the threshold for teachers; 3) to combine knowledge with skills on the teachers' side, and to improve the quality of teachers by providing training programs and as well to strengthen the team by employing from outside the qualified; 4) to give an equally full play for both full-time teachers and the part-time part; 5) to improve management by integrating incentives with assessment. Finally, the essay analyzes an example of certain teaching team construction of a Trade and Tourism Vocational College in order to find some instructive and local countermeasures for reference of constructing a team of "double-qualification teachers" in the vocational colleges and universities in Hunan Province.
