The Seventh Congress, on the base of National Talent Work Conference, establishes the strategy --- talents prosper the country as one of the Three Magnificent and First Class Developing Strategies, tables some new higher requirements on the construction of talent force and makes important strategic plans on the work of reforming innovation elites. Chongqing's thorough applying the general plan of Mar.14 and the spirit of the 3rd Document marks a new phase of seeking breakthrough, entering a stage and making great advancement for taking lead in building a moderately prosperous society in all respects, then it as a municipality directly under the Central Government must take balanced development between urban and rural areas as paramount and work hard to develop a new territorial pattern of One Center and Two Wings. As an important part of economic belts in the upper reaches of Yangtze River, the social and economic development in the Three Gorges reservoir plays a key role in speeding up to establish a Wangzhou-centerd northeast region and shaping a new regional, harmonious, and developing pattern of taking advantage each other's strengths. Against the backdrop of large-scale development in the northeast region of Chongqing, being built as a characteristic economy aisle in the upper reaches of Yangtze River, international golden tour belts of the Three Gorges, and a fundamental green eco-shelter in the Yangtze valley, the professional technical personnel in the Three Gorges reservoir are faced with unprecedented opportunities and challenges.In this paper, the athor have collected scientific datas and full-and-accurate information through searching statistical data, analyzing literatures and field survey, thus, we have grasped the development of economic society and the situation of professional talents group in Three Gorges Reservoir Area roundly and exactly. Based on the analyse of situation now, in this paper, we have investigated the problem of professional talents group in Three Gorges Reservoir Area and the cause of that deeply and roundly through horizontal and vertical comparison. We found that the main problems of professional talents group in Three Gorges Reservoir Area contain as follow: the growth of professional talents group is slower than the development of economy; the density of professional talents group is small and their work are inefficient; persons with high ability are rare and the phenomenon of gap in talented people is serious; professional talents are lacking on non-public economy and some pillar industry; the knowledge level is expected to be enhanced. And the main causation of those problems are: consciousness of talents is dim and concept to employ talents is mistaked; the policy are not planed as whole so that it can't be carryed out; manage responsibility is ambiguous and harmony between departments is not so good; economic development level is low and talents development investment is deficient; industrial structure is unreasonable and talents is lacking; living condition is hard and social environment is relatively poor.To build up target and confirm task are most necessary in order to do better on talents development work in Three Gorges Reservoir Area. Because of interrelated former statistical data is limited, the forecast work of professional talents requirement is more difficult. Based on some related experience in region talents forecast, this text introduced a method combined quantitative with qualitative analysis. The project here, which benefits from the related anticipation experience of the regional talents, and adopts a quantitative method coupled with a qualitative one, based on the low of the social and economic development and the current situation of the professional technical personnel, on the premise of plans for the national, Chongqing and the Three Gorges reservoir development, does a analysis by synthesis of the development target of the professional technical personnel in the reservoir in order to make clear the gap between the goal and reality, and puts forward the five tasks concerning the professional technical personnel advancement.To the goals and targets of the professional technical personnel advancement in the reservoir, under the guidance of the Central Government and Chongqing guidelines and policies, the research learns widely and extensively from the research fruits and practical experience at home and abroad, tables some proposals in five respects---anticipating program system, introducing retirement system, optional features system, encouragement and constraint system, and educational and training system, makes the items such as the development body, objective and ways optimization combination with the development links like introduction, disposition, using, cultivation and protection to realize intercoordination and conformity among all the subsystems, cooperatively building a powerful support framework.
