Human resources are strategic resources of economic development and international competitiveness in the 21st century. Whether a country or region can develop sustainable depends largely on the intellectual support and rational distribution of human resources, as well as on whether these talents are fully rational development, utilization, configuration and management; whereas the development, utilization and configuration of these talents need the effects of talent aggregation.The success of regional economic competitiveness is rooted the competition of science and technology, and the competition of science and technology in turn depends on the number, quality, scale accumulation, aggregation effect of regional talents related. Talent aggregation can bring a series of effects, promoting the speed of production and economic development. Thus, the Research for the motive of talent aggregation depending on the actual situation in China became the most important things to realize the strategy of talent aggregation and to promote economic development priority for all areas.This paper, combining theoretical research and empirical research, analyzes the motives for talent aggregation in China. Theoretical analysis is based on the theory of economics and psychology. In empirical research, it selects the relevant data, and then got the major factors through the factor analysis and regression analysis. Finally, based on the result of the analysis, it concludes relevant policies.This article is divided into four major parts:The first part is related to the theory of talent aggregation. This part mainly introduces economics and psychology relates to talent aggregation, including the classic theory of economics"push - pull"theory and human resources theory, the basic theory of psychology Maslow's hierarchy of needs, ERG theory and two-factor theory, and also Lewin's field theory.The second part is concentrated on the status quo of talent aggregation. It discusses the definition and characteristics of talent aggregation, analyzese the status quo and problems about the current concentration of talent and human resources, and then puts forward the importance and urgency of the strategy of talent aggregation in China.The third part, the focus of this paper, is emphasizes on the motives of talent aggregation. According to the theoretical analysis, it summarizes 24 targets in the economic, social and environmental aspects. And then, it calculates the main factors of talent aggregation by the factor analysis and regression analysis.The final part of the paper is policies and recommendations. Based on the results of the analysis in the third part, as well as the status of talent aggregation in China, it concludes policies related to economy, industry, living environment, education and R&D.However, talent aggregation is not influenced on a number of factors simply superposed. The empirical analysis is based on the data of the economic, social and environmental aspects easier to analyze. At the same time, no empirical data and contrast on foreign either, which would be doing further research.
