In this paper,the talent policy of Hangzhou as an example,discusses the impact of public policy on Talent Gathering,and puts forward some suggestions for the existing problems.This paper first discusses the definition and characteristic of human capital,and the flow of talent talent theory,as well as the domestic and foreign scholars on the study of the introduction of policy of local government personnel training,pointed out the impact factors of talent agglomeration and public policy for the necessity of talent agglomeration.Under the support of these theories,the article reviews the current personnel policy of Hangzhou City,and from the cited only poly only carrier,flexible employment,social security,life talent talents,personnel training and other dimensions of talent policy of talent agglomeration,and analyzes the merits of Shenzhen City,Shanghai City talent policy.Finally,the article from the top-level planning,strengthening incentive mechanism,improving the social employment mechanism,talent evaluation talent cultivation diversification perspective put forward policy suggestions for improvement.
