With the development of volunteer campaigns, the number and varieties of volunteer campaigns in colleges increase greatly, and college students have gradually become a key force among youth volunteers. However, managing problems grow more and more serious due to various reasons, which, if were improperly dealt with, would put volunteer campaigns in colleges into an awkward position. This paper will research into this managing problem after investigating into two colleges who hold such volunteer activities in Shanghai, and will propose solutions from aspects of the government, the management, and the volunteers respectively.This study interviews 9 student volunteers and several managers from 2 universities in Shanghai, and managers from 3 employing units to acquire the first-hand materials in person. As shown from the facts, the numbers of student volunteers increase each year. Many volunteers take the role of leaders in the service. What's more, the main purpose for college students to involve in voluntary service is for self-fulfillment instead of material rewards.This study finds out that currently, several problems show up in the management of college student volunteers: The outer environment for college student participating in volunteer activities lacks corresponding law and mechanism. Society hold biased opinion on volunteers. The rights of volunteers can not really be put into practice and be protected. As for recipient of volunteers, administrative forced participation existed in certain agencies; the purpose of volunteer recruit and training is not clear, and incentive system is still not perfect, all lead to the reduction of quality and enthusiasm in college students participating in volunteer activities. The problem worthy of exploration is that: college hold supportive attitude for student participating in volunteer activities, and out-side agency is also willing to cooperate with college, however, the right and responsibility of each other is not properly defined, so caused the management dysfunction.In order to improve the management of volunteer activities, the author put forward advice respectively for the outer environment of volunteer activities, the self-constructions of the college and volunteers' recipient, and operation of some aspects. The government should introduce concerned bill of volunteer management, improve the mechanism, step up publicity in the whole society to create a volunteer culture and promote the status of volunteers; colleges should exert the "cultivating" function, strengthen self-construction, promote co-operation with outside agency, combine with moral education, guide student to make correct volunteer awareness, build multiple incentive systems, volunteer management should take the service for volunteer for granted. As to the long-term development of volunteerism, we should focus on the main problems discussed in this research, and strengthen management particularly on the volunteer recruitment and training, configuration and coordination, and improve the incentive system.
