Sports facility resources are the essential physical foundation of the implementation of Winning Honor for the Olympic Games Plan and Outline of the Nationwide Body-building Plan, and also an important factor for the development of the sport industry. Shandong is a populous, rich and sports province. Along with the realization of the well-off life, the pursuits of major people have changed gradually from food and clothing to health. Participation in sports is becoming the main trend. More and more people take part in the physical training, so sport is everywhere. Besides, 2009 National Games will be held in Shandong. Therefore, 42 stadiums are and will be built one after another. What's the status quo of Shandong sports facility resources? What about the operations? What about the managements? In addition, the economy is unbalanced among cities. The economy of Southwest and Northwest is comparatively backward, so there are less sports facility resources in these regions. Lack of stadiums and even the serious overload make it possible to cooperate between cities. With the advance of economic integration in different cities, regional exchanges and cooperation between cities are more and more frequent. Is it possible to break the restriction of the administrative division, and follow the lead of economic integration to develop the integration of sports facilities? Besides, historical reasons result in the solidification of the sports facilities, the partition and no unified integration of public sports facilities, schools stadiums and other facility resources. All these problems are necessary to study. Based on the investigation of the status quo of sports facility resources in different cities, this paper makes a comprehensive research on the present use and management of these sports facility resources, analyzes the existing problems in the use and management, tries to find out the factors, makes an assumption on the integrated reform of the operations and provides a theoretical basis for improving the efficiency of the resource allocation. This paper, using literature survey, questionnaire, mathematical statistics and logical analysis and other methods, studies the status quo of Shandong sports facility resources and reaches the following conclusion:1. The overall status quo of Shandong facility resources1.1 Analysis of the quantity of Shandong facility resources, the quality and the scalesShandong has 47, 379 stadiums (the quantity of standard facilities is 32416 and that of the non-standard location is 13963) and covers 0.109 billion square meters. The total cost is RMB 8.91 billion. Sports departments have 1140 stadiums, thus account for 2.4% of the total sports facility resources; education departments, 31968, 67.5%; other departments, 14271, 30.1%. The data shows that the quantity and the size of sports facility resources in our province, compared with those of the developed countries, are comparatively less, so is the per capita allocation.The type of the stadiums is various, including track and field grounds, different ball stadiums and swimming stadiums. But the kinds of these facilities are single. Most of them are under the management of special administrations, such as sports departments, schools, enterprises, the army and other institutions respectively. The distribution of Shandong sports facility resources follows a law, that is, development from central cities to surrounding cities, from the city center to the suburb, from the decentralization to the centralization of the large-scale facilities and to the communities as to the middle and small scale facilities.The sports construction of our province has made considerable progress. Considering the goal of building a well-off society and a big and strong and rich and beautiful socialist-oriented Shandong, compared with the target of becoming a strong sports province, the construction cannot meet the demands of the people.On average, ten thousand people occupy 5.08 sports facilities, and the sports area per person is 1.09㎡. However, the general survey of General Administration of Sports shows that, calculated by 850,080 sports facility resources and the population of 1,370.56 million (not including Hong Kong, Macao and Taiwan) by the end of 2005, ten thousand people occupy 6.58 sports facilities and the sports area per person is 1.03㎡.1.2 The use of Shandong sports facility resourcesShandong sports facility resources have sufficient time to open to the outside, and the opening items are various, most of which are related with the teaching, the fitness and the training. Visitors are manly young and middle-aged people. One problem exists that the occupancy of sports facility resources is not high. This results from inadequate projects. The corresponding factors that influence the use of sports facility resources contain the hard and soft environment, the management and the operation model.1.3 The management of Shandong sports facility resources Shandong sports facility resources lack the reasonable management mechanism and the perfect incentive mechanism. Besides, there are such problems as the difficult routine maintenance, the service in use and the prices of the tickets. All these lead to the chaotic management of sports facility resources.1.4 The sharing of Shandong sports facility resourcesThe sharing of Shandong sports facility resources is excessively narrow, the sharing level is too low, and the sharing lacks the corresponding network information platform.2. Assumption on feasible reform of integrated constructions, operations and sharing of Shandong sports facility resourcesThe writer put forward various countermeasures, including the policies, the locations, the traffic, and the mechanisms. An important reform is to found the Association of Shandong Sports Facility Resources. The Association can supervise the member facility. Its tenet is to break the relative independent use of sports facility resources in education, training, fitness and athletic competition, complete the regional supplementary use, achieve the resources sharing and serve the people.
