Research On The Current Situation Of Sports For All In Bac Ninh Province-Viet Nam

Sport for all is one of the important parts of the reform and opening policy in Vietnam.The development of sport for all is important for the improvement of people' s health and the quality of their living.With the improving of people' s living standard these years,Vietnam' s sport for all has also developed.There are a lot of researches in sport for all,but it can' t satisfy the requests of the reality.Bac Ninh province, as one of the Vietnam' s 64 provinces,its sport of all has made some progress.In fact,there are few researches about the sport for all in Bac Ninh,it can' t provide the data for the managers.By the method of investigation,interview,statistics and other mathematical methods, this paper analyzes the current situation of Bac Ninh' s sport for all. The results indicate:In management,as the other provinces,Bac Ninh' s Sport for all management system is the patten of combination of government and society. Government management is administrated by sport committee and sport and culture department of this province.The villages and towns don' t have the formal sport managers.The society management is monitored by the individual sport association,such as the main labor union,Communist Youth League,Feme League,and almost 500 sport committees and sport clubs. In the resources,there are serious problems,including the shortage of things,personnel and money.In the constructing of sport for all legal system,Bac Ninh is consistent with the whole country.Since the foundation,the Vietnam government has been paying attention to the development of sport for all,and has made some policy in such area.One of the important thing is the law of sport,which includes a chapter about the sport for all.In the development of sport for all,there are a lot of sport activities organized by sport committees and the other individual organizations. In 2006,there are 47 sport competitions,116 people' s activities organized by county,477 activities by villages.Also this paper makes the conclusion though investigating of 600 residenters:in 2006,the whole province' s sport population rate is 19.3%,higher than vietnam' s average level.The people prefer the walking,running and main ball games, gymnastics,qigong,shadowboxing etc.Most of the people recognize the sport values highly,they like the sport activities.The main participating patterns are exercising singlely,exercising with colleague,friends and family,but seldom take part in the organized activities.The major places of participating are the places which are convenient,such as in the garden,indoors and community area,people don' t want to go to the public sport places.Most people' s sport consuming level is low,and even 20%of the investigators don' t consume in sport at all.The suggestions are as followed:1.strengthen the publicizing of sport for all;2.diversificating the resources of sport for all' s outlay; 3.set up the management institution and cultivating the managers.4. train the sport for all social advisors.5.make the laws and policy of sport for all soundly.
