Compulsory Education Law of the People’s Republic of China was promulgatedfor more than 20 years, and the development of education in our country has maderemarkable achievements. The nine-year compulsory education is basicallyuniversal,and we people has already been aware of a significant change about theireconomic life and political status brought by education. The people’s democracyconsciousness strengthens day by day,and they pursue the freedom and equality of manwith great enthusiasm,and the pursuit of balanced education is just the one about socialjustice and equity In the field of education. "Everyone accepting education",and"everyone receiving good education" are the people’s requirements about the volumeand quality of education.However,there are obvious imbalance phenomenons betweenurban and rural areas,between regions,and between schools in our country,which has agreat conflict with people’s increasing demand for education and culture,and causes theattention of all levels of governments.As public products provided by thegovernment,the balanced development of compulsory education is more urgent.Everycitizen obtaining equal compulsory education opportunities and receiving the samequality of compulsory education are the only way to the realization of educational fairstarting point.In recent years,the central government is committed to eliminating thesocial and political foundation of the Inequalities,at the same time,in order to reduce theeducation level gaps between urban and rural,and between schools,our localgovernments reform a lot.But the effect is not obvious,and in some ways there are stilllack of responsibility.Regional education equilibrium problem is an importanttheoretical and practical problem on the comprehensive construction of a well-offsociety and improving the socialist modernization level of education.Therefore,theempirical research about this problem can help us find some answers in a limited range. In this paper, the writer use real datas to compare the quality of teachers and schoolconditions in primary and secondary schools of the urban and rural areas of ZhijiangCity in Hubei Province,and list the responsibility and absence of the county governmentin implementing the balanced development of compulsory education policy,and thenanalysis the reasons for lack of responsibility.At last,basing on“The Law ofCompulsory Education Law in China”and some other policies related to thedevelopment and reform of compulsory education, it puts forword the train of thoughtand countermeasure about the development of equilibrium of our country’s compulsoryeducation, which will be a great help with the sustainable development of theeducational works in China.
