Since the implementation of the new curriculum reform,More and more people began to attention to the school. In fact, no matter which level of change, its implement must be achieved by school. School management had been challenged by new curriculum reform, and values, education, idea, behavior; management systems inherent in schools have been questioned also. The conflict among the new curriculum and Inherent in the organizational culture of schools, curriculum culture, and management philosophy had been the stumbling block. So, how do create a set of curriculum reform to adapt to the new curriculum management system environment needs to from the actual situation in schools. Looking at the domestic and foreign research for curriculum management, the school curriculum of the study management system is almost blank, especially in applied research. Management system of the school curriculum is the study of real applications. We can not only rely on a separate thinking to solve the problem, but understanding and grasping of the realities of school management system to build in the curriculum of the construction.First of all, This study Shown the relationship between culture and system,the basic theory of management of the school curriculum. Given the understanding of cultural, institutional. Defined the meaning and the scope of the management of the school curriculum in basic. Pointed out the curriculum management system study case. In this paper we selected a case-study tool——X Primary school. On the basis of the research carried out in-depth in aspects of the natural state schools, teachers culture, organizational culture and curriculum of schools and cultural status, we collected information by interviews, text analysis, minutes of meetings and other qualitative research methods and made an in-depth investigation and analysis. Then we summarized from the school curriculum to build the basic framework of management systems, and given the views of Organizational culture of the school culture and curriculum reform for management system suitable for operation of the school curriculum.Conclusions and Recommendations: There are conflict between the original culture and the issue in the process of school curriculum management system. And this is the right reason that the X Primary School to create a system first to suitable for curriculum of the organizational culture. Therefore, the final recommendations are: Establish and improve the school curriculum management system; Create a school curriculum and cultural which is suitable for the survival of the school curriculum management system. To build the implemented organizational culture that is in favor of the school curriculum management system.
