Study On The Evaluation Of Competence Model Of Urban Community Workers

Under the macro-background of the economic transformation, social problem is becoming more and more serious. The former situation of using "work-unit" to solve social problems in China is changing, more and more people are becoming from "work-unit" to "community man", and the community is more and more important in the urban construction. Community workers as the main body in social work, the level of the performance of its functions will be directly related to the effectiveness of community work. So analysis on the community workers' qualities is of great practical significance to carrying forward the social work. The team of community workers in China has developed very rapidly nowadays, but due to some historical reasons, there are still many problems that seriously hampered our community's development and stability. So we should as soon as possible to establish system of enhancing the capabilities of urban community workers in aspects of theory, policy and implementation to promote development of our urban community works.Many scholars in China also concentrate on community workers status and put forward constructive views, but most of methods are the qualitative analyses on the theory or quantitative analyses through questionnaire survey to analyze the actuality of the community workers, and less of people use the mathematical methods to analyses the capabilities of urban community workers.This paper begins with the study of community workers in both domestic and foreign models. Then analysis the competence of community workers and introduce the structure and function of the community workers, finally sum up the basic competence of community workers. In the main part of this paper, first of all, sort out the result followed by the research of Pingyuanli community of Baizhifang Street in Beijing, and summarize the competence status and competence feature of the community. Secondly, calculate the weighing and assess the samples' capabilities through questionnaire survey, expert interviews and AHP. Finally, gives some constructive proposal from macroscopic perspective and microscopic perspective to help the development of community workers.
