Research On The Dual Role Of Community Self-organization In Governance Participation And Its Formation Path

In the process of comprehensively promoting the modernization of governance system and governance capacity,community self-organization,as one of the multiple subjects of community governance,plays an important role in the community governance system.This paper mainly discusses the dual role and formation path of community self-organization in community governance participation.Using qualitative research methods,through in-depth observation,interviews and combing the corresponding literature,this paper finds the internal and external factors and performance of the dual role of community self-organization in the process of governance participation,and analyzes the action logic behind the dual role of community self-organization.Firstly,it points out the action logic of dual roles in community self-organization governance participation,and explores it from three aspects: value,function and strategy;Secondly,it points out the multi-dimensional expression of the dual role of community self-organization,and explores the dual role in its value identification and ability development,the exertion of governance function,the acquisition of organizational resources,formal relations and informal relations;Thirdly,it further points out the "dual motivation" behind the "dual role" of community self-organization.Specifically,starting from the "external thrust",it examines the historical evolution,action space and realistic situation of community self-organization,while starting from the "internal motivation",it uses the logic of empowerment theory to examine the development of community self-organization,Analyze its internal dynamic factors with the theoretical context of "interaction empowerment identity";Finally,it discusses the confusion caused by the "dual role" of community self-organization and the opportunity of "two-way empowerment" of social work.Based on the tension between community self-organization,community governance and the acquisition of organizational power,this paper deeply explores the development of community self-organization in the context of governance participation.The research conclusion of this paper: Community self-organization has formed the duality of roles in the process of governance participation.To a certain extent,this duality of roles has led to the growth of the power of community selforganization,but it has made the community self-organization fall into the confusion of "autonomy" and "administration".Obviously,the confusion of the dual role of community self-organization provides an opportunity for the intervention of social work.
