With the advent of a new era of economical knowledge and development of information technology, the traditional university teaching management concept, management process, and organization structure have not met the needs of modern education. University teaching management organizations have developed old working way and management process over a period of time which have led to low level and efficiency of teaching management and seriously hampered improvement of talent training quality. Therefore, improvement of teaching quality, economy of education resources and improvement of running efficiency have been practical problems which should be solved in university teaching management. The author thinks it is a effective approach which promotes level of university teaching management that this dissertation will combine advanced thoughts and methods(Business Process Reengineering, BPR) with business of teaching management.First, the dissertation points out main problems of university teaching management, and analyzes the feasibility of BPR applying in teaching management. Second, Taking Tianjin University of science and technology as an example and the guidance of BPR, university teaching management process reengineering realizes the transformation from function-oriented management mode to process-oriented management mode, establishes process-oriented organization structure of teaching management, optimizes and improves non-value adding links of core processes. The goal of reform is to accomplish simplification of working process, decrease of working time, reduction of working cost, and improvement of working quality and efficiency. Finally, the dissertation presents the ensuring mechanism for the completion of teaching management process reengineering, i.e., updating teaching management thinking, establishing documentary process management systems, strengthening teaching management team construction, constructing teaching management information technology platform.The BPR theory is not perfect and widespread for the application of university management. Through the study of university teaching management process reengineering, the dissertation aims at solving realistic problems of teaching management, so that university enlarges the perspective of management innovation and reform. It is hoped that the dissertation will give many constructive thoughts for improvement of university teaching management level.
