Research On Effects To Students' Schooling Of Financial Assistance For Poor Students Of Compulsory Education Phase In Northwest Minority Rural Areas

There are three provinces which have a large amount of minority ethnic residents in northwest minority area, Gansu/Ningxia/Xinjiang, selected as sampled province for the research. A survey on the implementation of financial-aids for rural compulsory students took place in residential areas of five minorities, including Uigur / Kazak / Tibetan/ Hui Muslim and Tu. Effects of TEOS(two exemption and one subsidy) on students'schooling are discussed from three perspectives of macro, meso and micro. On the basis of further study to requirements of students'assistance, a series of comments and recommendations are brought forward from the view of guaranteeing and enhancing the sustainable development of compulsory education in northwest minority areas so as to establish and continuously improve assistance system for compulsory students.This paper consists of four parts: Chapter one is exordium which describes backgrounds of the research and puts forward issues of the research and coordinates the relevant researches and literatures as well as introduces the design and methods and data sources of the research; Chapter Two is the analysis on implementation of financial-aids to compulsory students in Northwest minority areas which analyze the current situation on the development of social economy and compulsory education and the implementation of financial-aids to compulsory students in sampled areas; Chapter three is the analysis on effects of financial-aids on students'schooling in Northwest minority areas. Effects of TEOS on students'schooling are analyzed mostly on macro-/meso-and micro-perspectives. Requirements and educational costs of compulsory students are also discussed by different minority residential areas; Chapter four is conclusion and recommendations. On the basis of summarizing the findings above, a series of recommendations are brought forward to establish and continuously improve assistance system for compulsory students.The conclusions are shown as the following: there is a gap existed in the development level of economy between west area, especially minority area, and whole country. The tendency is gradually expanding in recent years. The investments for rural compulsory education in minority areas generally are low, but with the establishment and implementation of new financial guarantee system for rural compulsory education, the situation is improved. Effects of TEOS policy to student's schooling in minority areas are effective and positive, The implementation of TEOS reduce sixty to seventy percent of education cost taken by household roughly. Among those, the exemption of miscellaneous fee can reduce 98% of relevant cost taken by household; the exemption of textbook fee can reduce 78% of relevant cost taken by household; the subsidy for boarding students can reduce 75% of relevant cost taken by household and basically achieve students'needs of living in school. However, there are further needs of assistance for students in minority areas according to the research. The assistance system for compulsory education of our nation still needs to be improved and developed continuously.
