China promulgated the "Outline of Basic Education Curriculum Reform" to promote the basic education curriculum reform in 2001. Now, teachers and students'teaching philosophies and methods have been changed, cooperative learning,inquiry learning and other teaching methods and multimedia technology have been widely used in primary and secondary schools. However, the effectiveness of classroom teaching is still missing. No teaching reform, no success of new curriculum. Therefore, it is very urgent and necessary to research on the effective teaching. In this paper, basing on the new geography curriculum theory, geography teaching theory, effective teaching theory and modern learning theory, analysis the philosophies ,the conditions and the strategies of the effective teaching. The paper includes following components:1) Introduction. Basing on the background of the effective teaching research,present significance of the effective teaching research.2) Effective teaching philosophies. The effective teaching of the new geography curriculum should be in accordance with the national education guidelines and curriculum program, at the specified time and place, teachers and students follow the objective law of teaching activities , promote the three-dimensional goal of the knowledge and skill, the process and Method, the emotion attitude and values to be integrated,coordinated , sustainable progress and development in the optimal speed and effectiveness , so that all students can reach the standards required by the basic standards of geographic curriculum3) The conditions of effective teaching . The conditions include: the curriculum philosophies, curriculum objectives, curriculum content, curriculum patterns, curriculum resources of the new geography curriculum and personal qualities, knowledge base, teaching ability, organization and management capacity, ability to reflect of geography teacher.4) The strategies of effective teaching. three aspects of the strategies are discussed: strategy of preparation, strategy of implementation, strategy of evaluation. Preparation strategy include: the identification of teaching objectives, analysis and process materials, analysis and research students and choose teaching methods; implementation strategy include: the creation of the classroom environment, teaching, ask questions, the application of geographical images, activities, classroom management, etc. evaluation strategy should be the integrated evaluation of quality and quantity.5) Conclusion. Summarize the main opinion and point the further research directions.
