The middle-level cadres of a school are the important participants and the main performers of strategic decisions, the hatchers and makers of tactical decisions, and the organizers, coordinators, shepherds, surveillants, the reflectors and the researchers of the department work. They are also the bridge between school leaders and teachers and students and they are responsible for building department teams. It has very important values for studying the middle-level cadres's executive.This research uses the following research methods, literature search, questionnaire survey, individual interview, case analysis and so on, takes the middle-level cadres of a school as the objects of study, focuses on studying the present situation and problems of all the factors which influnence the middle-level cadres's executive and proposes the related countermeasure to enhance their executive potency.The research shows that as executive subjects, the middle-level cadres have the following present situations. They are worth relying on as a whole, whose enthusiasm is quite high , and they have a strong desire to study. However, there are four problems. Some of them have no strong responsibility or enterprise, some people's specialized accomplishment is congenitally deficient, some lack executive ability and some have not strong independent consciousness. These four problems seriously affect the enhancement of their executive potency.As executive objects, they have the following present situations. The teaching and administrative staff has certain responsibility and enterprise and has the solid professional foundation, the teachers can understand the middle-level cadres and their execution well, and the hardware execution resources can be made good use of. However, simultaneously there are three problems: Some teaching and administrative staff has little enthusiasm or professional accomplishment, many students are hard to discipline, the reform and development of the school are facing complex challenges. These three problems restrict the promotion of the middle-level cadres' executive potency undoubtedly.In the implementation process the middle-level cadres have the following situations. Their implementation process becomes more and more important. The division of labor and the individual duty are reasonable and clear day by day, and they have certain cooperation foundation. Meanwhile, there are three problems. The mechanism of motivation, surveillance and evaluation is not perfect. The division of labor and cooperation between the departments is not strong. The middle-level cadres have not enough communication and cooperation with teaching and administrative staff. These seriously suppress the improvement of their executive potency.Their execution environment is in the following situations. In the school decision-making bodies are diversified day by day, the execution body tends to the multiplication gradually, the middle-level cadres' decision-making power tends to expand, and the atmosphere where they are supported and trusted preliminary appears. However, there are still certain problems. Policy-making is not scientific and feasible enough, the execution main body is simplified in the long-term, short of independence and creation space, and they have a long way to run to gain support and trust. These four problems seriously affect the enhancement of their executive potency.Through a series of researches, the paper have proposed a certain number of measures to enhance the middle-level cadres' potency. We should improve their comprehensive quality and build highly effective execution team, boost the teachers' specialized, advance the education for all-around development solidly, deals with the complex challenge on own initiative, define responsibility, make plans and target, strengthen communication and coordination, improve motivation measure, intensify inspection and surveillance; attach importance to evaluation and summary, make knowledge, function and emotion all in place, and establish a good execution environment and provide the exterior powerful support.
