Into the era of knowledge economy, with advances in technology and social development, the competition for talent is intensifying. The amount and quality of high-quality human resources has become an important measure of the national comprehensive strength.A high level of human resources is the most valuable and important strategic resource.The building of universities teacher’s team is the key factor to ensure a sustainable development in the future. Optimized allocation of human resources of research-based universities is concerned with the construction of high quality talent team for future teaching and scientific research. This problem is common among universities which are faced with national research tasks.In recent years, the research on the human resources in colleges and universities has been a very popular topic. Its importance and particularity have attracted university leaders and relevant departments, who hope to promote the construction and development of colleges and universities through the effective management of human resources. Entering the 21 st century, "the national medium and long-term science and technology development plan outline(2006-2020)" proposed the goal as "speed up the construction of a batch of high-level universities, especially a group of well-known high level research university". Thus the main burden falls on the shoulders of the research-based universities, and its real practitioners are those who are working and living in these schools. This put forward higher requirements of human resources allocation for research-based universities.Firstly, the study summarized the human resources allocation condition of the research-based universities both in China and America, trying to find out the problems existing in the research-based universities in our country and the gap between the world-class universities, which aims to provide a more broad perspective for the research of human resources of research-based universities.Secondly, the configurations of human resources of both domestic and aboards are analyzed, hoping to compare the differenct view points on the indices. Based on these works, taken the former research in the national programmes as foundation the writer has established a human resources index system specificly for researche based universities.Finally the writer evaluated and discussed variable indicators of the human resources of research-based universities. Then a group of indices which can reflect the characteristics of the research university are chosed. Based on this, input and output of human resources are analised through DEA, and eventually put forward relevant countermeasures and suggestions on human resources optimization of research-oriented universities.
