Primary and secondary distance-learning program is an effort to promote informatization of rural education. It will enhance rural education, improve the quality of rural population, bridge the gap between urban and rural education and facilitate the construction of new socialist countryside.The author first briefs us on the status quo, the benefits and the problems of primary and secondary distance-learning program in Yongtai's rural area, and then expatiates on the three operational modes of distance-learning, and designs teaching methods accordingly. The author also elaborates on the construction of distance-teacher-traning program. After investigating into the status quo of primary and secondary teachers and teacher-training programs, the author points out the problems and suggests a more flexible and diversified teacher-training mode based on nation-wide rural distance-learning program and the existing teacher-training institutions.Finally, the author briefs us on the program's resource pooling and provides solutions in terms of hardware and software resource.A study on the present situation of primary and secondary distance-learning program in rural Yongtai, teaching methods of three different modes,teacher training system and resource pooling will lend us a keener insight into the rural distance-learning program in China and therefore expose the existing problems. It will also provide experiences for similar work in other rural areas and therefore further the research in the field of distance-learnig.
