Research On Emergency Management In College Residential Area

In recent years, emergencies occurred frequently in colleges, especially in college residential areas. These emergencies do serious harm to students. Therefore, it becomes more and more urgent to study on emergencies in the college residential area. Based on the summary of the research on emergency management in the college residential area of the scholars home and abroad, the writer of this paper finds that some college administrators only deal with the emergency management in the residential area on the surface. They haven't a clear idea about the serious harm brought by the emergencies in the residential area. They don't have a complete emergency management system. They don't have enough emergency management capabilities. They don't make information of emergency management open. These problems bring great difficulties and danger to warning in advance, emergency management in the whole process of emergencies in the college residential area. This requires researchers to analyze emergencies in the college residential area theoretically and practically in a new dimension and to put forward directive suggestions or advice for college administrators.The paper consists of four parts as for the research on the emergency management in the college residential area.Preface: Through analyzing the cause of frequent occurrence of unexpected events happening in the college residential area in recent years, we found a number of university administrators now dealing with unexpected incidents in the residential area do not have strong sense of crisis, emergency management organization system is not sound and disposal capacity after the crisis is not strong. These problems provide a new breakthrough for the researchers to further explore. This paper is directed to the ability to handle emergencies happening in the college residential area to find a breakthrough exploring on the integration of theory and practice. This section focuses on the problems of emergencies in the college residential area , as well as the breakthrough of this research. Through a comparative analysis of existing problems, this paper tries to find a combination of theoretical and practical point.Part one: It mainly introduces the research situation on emergencies in the college residential area. By analyzing the emergencies of the college residential area home and abroad, this paper finds that similar studies abroad are earlier and have more research results. Hong Kong and Taiwan begin from the study of unexpected events in primary and secondary schools, then extend the study to universities. Mainland China begins study from "SARS" in 2003 taking it as outbreak of a breakthrough by leaps and bounds. The area has continued to expand and study on emergencies of college residential area is now in the ascendant and further spreading. This paper mainly introduces local scholars' research on emergencies in the college residential area, as well as on the significance of this study.Part two: The writer of this paper learns from others' research results of unexpected events, combining with features and characteristics of the times of the college residential area. By analyzing connotation and extension of the college residential area, the paper emphasizes influential unexpected events in the college residential area. It not only includes those caused by conflicts between students, between teachers and students, or those caused by highlighting conflicts in the college residential area, but also includes those man-made or socio-political reasons, and those events having great harm to teaching, work, life, or even causing property damage and casualties.This section mainly introduces the concepts of emergency management in the college residential area. Starting from unexpected events in the college, it analyzes the connotation, characteristics and causes of emergencies in the college residential area. Part three: This part mainly introduces the theoretical basis of study of emergency management in the college residential area. It mainly uses the theory of "co-management" from public governance area.The interpretation of the college residential area should also be "co-management and co-governance" . Once emergencies happen, it is not only just the incident of the school, but also the common events of the entire residential area. The public government should use common resources of the society and universities.Part four: It puts forward measures and suggestions of management of college residential area. It mainly expounds from the aspects of emergency management training, organization, emergency preparation, early warning prediction, decision-making mechanism, on-site disposal, information disclosure, logistical support, the restoration of the assessment, education and training and so on.
