Higher Vocational Education in China has been expanding over the last decade and become an important part in Higher education system. The rapid development of higher vocational education also caused a lot of problems, such as teacher shortage, teachers' quality do not meet the special needs of talent culture of higher vocational education.So base on the current teacher's status of number and quality, training becomes the most effective channel to culture qualified teachers. But there are some problems in higher vocational teachers'training, such as training funds shortage, teacher lacks of specific training, and teacher don't usually uses what learned in training. And these problems result in low effect of teachers'training, which also hampered the vocational colleges and higher education development.This study in the case of Dalian and uses questionnaires to analyze the major resistance in vocational teacher training, then analysis the problems that exist in higher vocational college teachers'training, such as teacher don't use what learned in training fully,and training lacks direction. This study describes the situation of domestic and foreign vocational teacher training, and gain some enlightenments from the experience of foreign vocational teacher training;on this basis, analysis the factors which affecting training effectiveness, such as training feedback, assessment and follow links, teacher's attitude and motivation. This study takes the theory of Migration of human capital and Migration theory as the theoretical foundation, and proposes some principles of the higher vocational teachers'training. This study establishes a model about factors affect higher vocational teachers'training transfer, and learn from foreign experience of higher vocational education and the IMPACT training process that is epidemic in business to reform the training process in higher vocational institutions and improve the effectiveness of vocational teachers'training transfer.
