With the continuous economic and social development and the continuous curriculum reform of basic education, our government, society and the people are urgently calling for educational resources of high quality as well as for higher requirements and demands for the development of primary and secondary schools.The Government has increased year by year on investment in education and the hardware facilities of primary and secondary schools generally have been greatly improving. Now the promotion of education equity and the improvement of the quality of education have become the important and primary goal and task for the primary and secondary schools education. Meanwhile, the educational management, which is highly valued by educational administration departments and the principals of the primary and secondary schools, is the core of school management, directly reflecting the fairness and norms of the schools and more directly bearing on the quality of education and teaching in schools and hence, influencing the quality of the talents output and the principle and the future of the school.The educational administration departments and primary and secondary school principals have shared the view that the school management should be shifted from the style of extension to intension and many primary and secondary schools have put forward the concept, that is "management leads to quality and effectiveness roots in the classroom." Thinking back to our teaching management, we find that there are many deficiencies. For instance, there are not enough normative teaching activities; the students are heavily burdened with homework; the effectiveness of classroom teaching is not high, emphasizing the examination-oriented education; the awareness and ability of teachers'professional development is not strong and so on. These problems have fully showed that primary and secondary schools lack the effectiveness of teaching management. So how to strengthen the teaching management of the primary and secondary schools to enhance the effectiveness of teaching management remains the urgent problem to be solved by the education managers.In this paper, starting from the phenomena of the lack of effectiveness of teaching management in primary and secondary schools, the writer demonstrates the necessity of strengthening the research of the effectiveness of teaching management, analyzes several issues to be focused on to enhance the effectiveness and discusses the countermeasures and ideas to enhance the effectiveness from the following seven aspects:premise, basic, fundamental, security, core, key and power, hoping to provide a reference for the teaching management of the schools.
