The rational flow of high-tech talent is conducive to a broad talent spotting, so that their talent was the best use of better social and economic construction; conducive to social and corporate self-regulation people, there is implemented into a dynamic combination out; a wide benefit for the exchange of academic ideas, prosperity, science, education, development of social productive forces; are conducive to further the implementation of "respect knowledge, respect talent" policy, mobilized the enthusiasm of large high-tech talent to promote the national economy.Xi'an recent years, along with socio-economic development, scientific and technological progress, government policy support, human resources, especially high-tech talent has shown a clear trend in the back, "Phoenix homing" phenomenon not uncommon; while on the other hand, high-tech brain drain advanced technologies and intellectual capital outflows continued to increase, those who can afford high-tech talent in other areas will not be brought into full play, the rational flow of obstruction, which are bound to contain or weaken the strong economic and technological development in Xi'an, the momentum does not conducive to the development of economic and social goals, therefore, Xi'an high-tech talent mobility characteristics and countermeasures in-depth study, both have important practical role in long-term strategic significance.This article first reviewed the status of domestic and foreign research, based on pairs of high-tech talent, talent to define the concept of mobility, a clear brain drain of talent flow and the dialectical relationship between the system describes the flow of scientific and technological personnel related theories, for later in in-depth study has laid a theoretical basis. Secondly, through the use of empirical analysis and normative analysis, qualitative analysis and quantitative analysis method of combining, release the questionnaire, collecting official statistics on the flow status in Xi'an high-tech personnel conducted field surveys to find out the inherent high-tech talent flows the laws and characteristics, existing problems and shortcomings. Again, the use of PEST analysis of the macro-environment in-depth analysis of Xi'an, and to investigate the special needs of IT personnel to try to explore the causes and characteristics of the formation factor. Finally, in the former paper based on the study of the physical characteristics of the system for Xi'an, personnel, legal system, incentives, public services at the level of innovation, in order to systematically and comprehensively promote the rational and orderly flow of Xi'an high-tech talent to propose a solution and recommendations.
