Along with the promotion of the innovation of elementary education and further development of quality-oriented education, the concept of developmental evaluation is recognized gradually and widely. The educational evaluation has obtained great achievement, especially on the evaluation on the students, which renovation result is obvious. But deficiencies are still existed in the evaluation on P.E Teachers'Performance Ability of Middle School, which are mainly as follows: 1: Quantitative Evaluation is still primary. 2. The evaluation is still aimed at punishment and award. 3. The emphasis on leadership is not enough. 4. The formulation of the evaluation target and standard is decided by leader and the involvement of the teachers is not enough. 5. The proportion of teachers'self-evaluation is low.Some relevant researches have been done on the teacher evaluation in China, while which mainly centre on the adoption of construction and evaluation method of target system under the form of Quantitative Evaluation.By using the methods such as literature, investigation experimentation mathematical or physical statistics and logical approach, the article studies systematically the connotation and features of developmental evaluation and states the connotation of f P.E Teachers'Performance Ability of Middle School on the basis of analyzing the current condition of the evaluation on P.E teachers. After referring to the research of many experts and on the basis of grasping accurately the inner disciple of P.E teaching activities and business scope of P.E teachers of middle school, the article establishes the evaluation system of P.E teachers'performance ability of middle school with the combination of qualitative evaluation and quantitative evaluation as taking the form of procedural portfolio as basic frame, of which, the qualitative evaluation method and quantitative evaluation method complement and support each other. The qualitative evaluation contains intrinsically the quantitative evaluation and provides the applicable frame for the quantitative evaluation. On the contrast, the quantitative evaluation creates conditions for the deepening development of the qualitative evaluation. The evaluation system mainly includes five aspects such as evaluation content, evaluation criterion, allocation of weight, evaluation standard and evaluation method. Designing the target system with pluralistic subjectivity through public experience method; obtaining the weight of each target by adopting Rank-sum algorithm; designing the evaluation standard with combination of expectation comment standard and degree evaluation standard, which can be used by leader, companion, the teacher and students; designing the collection and disposal method of evaluation information, which makes the evaluation have the evaluation process of dynamic loop: collecting materials-evaluation-feedback-re-collecting materials-re-evaluation-re-feedback.The demonstration study of the evaluation system established is done for one-term test, which shows that the application of the evaluation system can completely and truly judge the value of the P.E teachers'performance ability and improves various performance abilities of the teachers attending the evaluation greatly. The evaluation system has received high recognition from the teachers attending the evaluation and experts.
