Employment has long been regarded as one of the most important issues which closely related to the economic development and social stability of China. In addition to the issue of so called "40, 50" unemployed workers from state-owned enterprise and the employment problem caused by migrant workers, the phenomenon of employment difficulties faced by graduates of college students recently has also become a new employment research study. The employment of graduates is related to our long-term stability policy and sustainable strategic development. The employment trouble also is an important part of the strategies about science and education, which has great significance to improve the quality of our people, to promote the coordinated development of urban and rural areas and the comprehensive construction of well-off society and to build a harmonious society.Graduates, which are ready for entering the society, lack relevant practical experience and clear career plans about themselves and job-related skills. They feel great pressures and are becoming week groups in employment. According to the real life, National authorities set a series of relevant policies to give them some supports. Government and researchers have tended to focus on the formulation and implementation of employment policies, while has a little of knowledge about the effectiveness and influence of these policies.In this paper, the latest Graduate Employment promotion policy - "The notice of Strengthening the employment of graduates by State Council ", is the main object of study, we reviewed the history of the employment policies of university students in China, learned the content of the current employment policy of graduates, and evaluated the effectiveness of the policy based on the information which obtained by questionnaires, analyzed the problems of the policy, and discussed the basic measures which can make the policy perfect in further. We believe that the college graduates are precious social human capital. To solve its current employment problems and to make full use of their personal advantages are both depend on the promotion and guide of the relative policies during the continuous process of the policy improvements. The assessment of the current employment policy will be included in the scope of public policy research, and we will establish an employment policy system which is useful for finding a fundamental solution to the problem of graduate's employment troubles gradually by policy adjustments and institutional innovation.
