Employment is the basis of the universities. Each university student will be eventually moving towards society and the workplaces. In 1999, China has been enlarging the total number of the college enrollment, bringing the noticeable employment problems to university students. University students not only face an extremely severe employment situation, but under such fierce competition, they are required to implement career planning as early as possible. It will be a meaningful attempt if we combine the talent training program into the scope of modern human resources management and guide the university students'career planning by the effective personnel matching theory. University students'employment is of great importance to their future development and stability of the harmonious society. The root of the social economic competition is from the competition of human resources. University students are important resources for the society, and focusing on their career development is a big issue for China's modernization. Owing to such big issue, it is realistically meaningful to carry out systematic and comprehensive study of university students'career planning in order to enhance the implementation of such program.In this paper, it analyzes the problems of university students'career planning and their causes by investigating the university students'current employment status, individual career development status, career guidance and counseling status in universities. In order to solve the problems, it learns from the advanced experiences from other countries like the United States and Australia, and proposes the ideas and models to enhance the university students'career planning. The university students'career recommendations are raised from four different respective, individuals, schools, families, and governments. First, in the course of planning self career, the university students should insist on objectivity, scientific, rationality, personalized and suitability, feasibility, and plan their own career step by step in accordance with the career contents. Second, the university should help students practice their career through changing the concept of career guidance, focusing on career guidance, setting the compulsory subject'career planning'for university students, enhancing the curricula construction, improving the teaching staff team, implementing the professional counseling, and enriching the practical experience and the students practice bases. Third, democratic type of families should be established. Parents should convert their old concepts into supporting their children to make plans for their own career. Four, governments should be supportive for university students'career planning by means of setting up effective policies and professional organizations, allocating the resources reasonably, and strengthening the media network functions. Finally, this paper proposes the establishment of an integration model of'individuals - universities - governments professional supervisors'to fulfill the concept of university students'career planning and its evaluation method.This paper includes five chapters and nineteen sections.The first chapter is an overview of university students'career planning and can be divided into five sections, its background, purposes, research significance, research methods and literature review of the related documents both domestic and international.The second chapter includes three chapters, it learns more about the current situation of the university students'career planning in China through questionnaire surveys and the linkage with the social reality in our country from three perspectives. The reliability and validity of the questionnaire surveys are the difficult part of this paper.Chapter three contains two sections, analysis of a series of problems of contemporary university students'career planning and their objective and subjective causes.There are four sections in chapter four. It gives insights into the causes of the university students'career planning in China by learning the related theories and practical experiences from other countries, such as the United States, Germany, and Australia.The last chapter is divided into four sections. It explores the strategies of the solutions to the university students'career planning by combining the present situation, problems and causes, and proposes'integration concept'from the perspectives of individuals, schools, families and governments. This is the focus of this paper. The evaluation method of university students'career planning is proposed as well.The innovation of this paper is that it analyzes the career planning from four aspects in terms of individuals, schools, governments and professional supervisors. It highlights the dominant position of university students and finds out the combination points of university students and other three aspects. The concept of the integration is proposed making all four parts self-contained, mutual restraint and mutual influenced to provide an effective way for career planning.
