As human society entered the 21st century and towards the era of knowledge economy, high-quality human resource has became a very important strategic resource for colleges and universities. And without the high-class teathers,without the high-class students. Do human resources management of university teachers better is the key to deepen the reform of personnel system, optimize the structure of teachers and improve educational quality and educational effectiveness of universities. Therefore, how to develop and manage the teathers resources effectively and reasonably has became the major problem that the human resource managers in colleges has to face and solve with.This thesis takes the teacher resource management status of the higher vocational colleges-Shanxi Vocational & Technical College as the research object, discover and analyze the problems through front-line research and the method of combining theory and practice and undertake researches on the current status of the teaching staff and teachers management from both qualitative and quantitative point of view, such as the shortage not only in the terms of quality and quantity of teachers, but also the title structure, education structure, and professional quality,society adaptability and development.And then analyze the causes of many problems after reflection, andmake pertinent lountermeasures and suggestions on this basis. These measures include:to establish a modern concept of human resource management, implement scientific human resources strategic planning, establish a new internal management model, update teacher appointment system, optimize the allocation of human resources of teachers, develop teacher performance assessment of management mechanisms and ensure the fairness and effectiveness of the incentive mechanism etc. Try to study the necessity and importance of the implementation of the modern human resources management mechanisms in higher vocational institutions from the two aspects including micro-level and strategic level.The research result not only focuses on the solution of the actual problems in the human resources management of the vocational institutions, but also has appropriate guidance and instructive meaning for other higher vocational colleges in China to conduct scientific and rational human resource management and enhance the educational level and competitiveness.
