Reform and Opening up caused profound changes of social system of china, but with the high speed development of economy and further modernization, there are many problems. Being challenged for the social management system, the government needs to change the idea and reform the social management model under the new situation. As a mature professional social management in foreign countries, social work plays an important role for the stability of the society which is metaphor for "valve". Social work in our country also be concerned by the government gradually. The 16th CCP plenary session of the sixth central committee of the CCP on October 2006 about by the construction of socialist harmonious society on major issues put forward construction of great social work team. It is necessary for building a harmonious society of socialism to make a rational structure and quality excellent social work team.Professional social work team construction is the basement of the development of social work. Professional social work team construction of china exists "natural defect" owning to different social environment with western. It caused many problems such as fewer members, lower quality and so on. Based on the investigation of Tianxin community which is the one pilot of social work team construction determined by the ministry, this paper try to explore problems existing in the professional social worker construction and analysis the reasons from theoretical perspective of state and society in order to suggest the government to promote social work development.The paper is divided into three parts.The first part of this paper introduces the problems and the significance of research, analyses the basic framework from the theoretical perspective of "state and society" and "localization", propose hypothesis, and demonstrates it using the method of quantitative and qualitative.The second part is the main part of the paper. It mainly introduces the background of the development of social work. Through empirical survey data and material, this charter describes the city residents'specific needs of social service and the existing condition of it, and it analyzes the deep reasons and forms of the social work profession team's construction, it gives some sectional opinions to solve the relational problem for the government.The third part gives the conclusion and a discussion. The government acts a roll of promoting occupational social worker team construction,which is a dynamic process of development in different periods, plays a different role. At present, the government should gradually conversion functions, changing social management method, with the integration of resources and social mechanism of nongovernmental organizations as a professional social worker team construction is the important carrier.
