Preschool education is an important part of basic education. In China, preschool education in rural areas has been so weak that it is the focus and difficulty of the development of preschool education in the current and future long period of time. In rural preschool institutions, there are many problems which affect not only the children's health both in physical and mental, but the smoothly development of the preschool educational works in rural areas. So, it is a realistic and necessary choice to accelerate the construction of the Central-kindergarten in villages and towns throughout the country, with playing full roles to their demonstration and radiation in order to promote and accelerate the development and popular of preschool education, narrow the gap between rural and urban areas and provide educational opportunities to the children in rural. This research on the status of the Central-kindergarten in villages and towns is of great significance both in theory and practice to develop the preschool education in rural areas and promote the balanced development as well as fair of urban and rural preschool education. This research using literature method, questionnaire, interviews and observation method, investigates the status of the construction of 12 Central-kindergartens in villages and towns in.N County, Hunan Province and expounds the status of the construction of the Central-kindergarten in villages and towns in N County, Hunan Province from various aspects:the number rate of the construction; the percentage of the children educated in the Central-kindergarten in villages and towns; the running moderates; the level degrades; the physical conditions; the teacher development; the children care and education, teaching and research; the demonstration role played in the rural kindergartens. The author analyzes the problems of the construction of Central-kindergartens in villages and towns, and puts forward some suggestions to accelerate the construction of the Central-kindergartens in villages and towns.During the construction of the Central-kindergarten in villages and towns in N County, Hunan Province, there are six problems:1.The construction of the Central-kindergarten is not fully realized; 2.There are short funds for the construction and development of the Central-kindergarten; 3. The management force of rural preschool education is so weak that management for the Central-kindergarten is ineffective; 4. The system to specify and supervise the construction of the Central-kindergarten is not sound;5. The conditions of growth for teachers of the Central-kindergarten is defect;6. The demonstration role of the Central-kindergarten is not played enough.The research proposes some suggestions to solve the problems, including six aspects:1. Further understanding should be have to the significant of the construction of the Central-kindergarten; 2. More funds from the government is needed to advance the level of the Central-kindergarten; 3. The responsibilities of government departments at all levels and the standards of the construction of the Central-kindergarten should be made clear; 4. A business guidance network of preschool educational which relies on the Central-kindergarten in villages and towns should be established and improved; 5. The teachers'quality of the Central-kindergarten should be improved; 6. Demonstration role which is played by the Central-kindergarten in villages and towns should be enhanced;...
