| In order to promote the development of early childhood education in the whole rural area in the background of new countryside construction, since the year of2005, taking the central-kindergarten in villages and towns (abbreviation "central-kindergarten") as the key, Hangzhou municipal government has drawn up and implemented a series of policies to make the central-kindergarten public-oriented. Do Are these policies suit Hangzhou? Can they promote the development of central-kindergarten, even the whole early childhood education in rural area. Considering these questions, I start to investigate and evaluation the policy performance. Through showing and analysing effects and problems, I hope to provide some references for the continuance of these policies and the drawing up and implementation of other policies. And I also hope to make more researchers concern on early childhood policy performance.Firstly, using the methods of textual analysis and interview, I card the process of these policies, and analyse the content through points of view. I think that Hangzhou municipal government has constructed a rural early childhood education system on the view of policy. In order to continue to understand interrelated information, I use questionnaire and observation to survey eight kindergartens and interview four preschool educational cadres and eight kindergarten leaders. Considering the data about the development of central-kindergarten and all the rural kindergarten, I reach some conclusion. Drawing lessons from CIPP evaluation model, I draw up a index system. Based on the survey, I evaluate the policy performance from five aspects:context, input, effectiveness, impact, sustainability. The result shows: subjectively, these policies make government at different levels pay attention to preschool education and they obtain the agreement from different stakeholders; objectively, they promote the construction and development of central-kindergarten. However, there are some problems:setting of goals and implementation lacks planfulness; central-kindergarten’s radiation effect do not be fully showed. Based survey and evaluation, I raise six suggestions: insist the direction of public-oriented, steadily implement current policies; increase the strength to publicize, raise the transparency of policy; intensify the responsibility of county level government, promote equilibrium among different areas; the government at higher level should moderately management, lead correct direction; more department should unit, give all-around guarantee; encourage to use different styles, increase flexibility of rural preschool education. |
