Since the beginning of the 21st century,the Communist Party of China and the state have always attached great importance to the development of preschool education.In 2017,the ministry of education issued the opinions on The implementation of the third action plan for preschool education,which clearly put forward the key implementation plan to improve the quality of preschool education.High-quality preschool education needs a contingent of high-quality and specialized preschool teachers,and the professional quality of the teachers in the central-kindergarten in villages and towns is the key to improve the quality of rural preschool education.This study is based on the various requirements of the three aspects,professional philosophy and ethics,professional knowledge and professional ability in The kindergarten teachers' professional standards,distributing the questionnaires to the teachers in the central-kindergarten in villages and towns teachers from 54 rural kindergartens in four county and an area of S city in J province.At the same time,making in-depth interviews with 5 teachers from the central-kindergartens in villages and towns to study the the actuality of the central-kindergartens in villages and towns teacher's overall professional quality.The results of this investigation show that the overall level of teachers,professional quality of S city in J province is very good.The average scores in all three dimensions are higher than 4.6.The highest part is the overall level of professional philosophy and ethics,but the overall level of professional knowledge needs to be improved.In addition,the overall level of teachers'professional quality is related to their age and teaching background.Higher is the age,higher is the overall level of teachers' professional quality.At the same time,the overall level of professional quality of teachers is different from their teaching background.The order of different teaching background from high to low;the teachers who became state employed teachers,others personnel to state employed teachers,hired teachers,special post teachers.According to the existing problems in the current situation of the professional quality of the teachers in the central-kindergartens in villages and towns,this paper proposes:first,to increase the national spending on kindergarten and establish independent kindergartens;second,to fine admission requirements and draw a professional bottom line;third,to establish a network platform to provide more communication opportunities;fourth,to strengthen on-the-job training and improve professional quality;fifth,to establish incentive evaluation mechanism and improve the status and treatment of rural teachers.
