The curriculum in high school should include local course and school-based curriculum in addition to national curriculum. However in our country the single mode of national curriculum has been implemented for a long time. Especially in senior political science, it used the same teaching material which ignore the individual needs of students'moral and political quality. Teachers can't program the curriculum, having reduced practical effect of moral and political education to students. In autumn 2009 the New-curriculum reform of high school has been started in Hubei province and political school-based curriculum development has been put on the agenda. But Various problems have emerged:lacking the awareness of curriculum cause political teachers in high school wouldn't participate in school-based curriculum development; inadequate preparations leading to low quality of political school-based curriculum development of high school; poor effect of political school-based curriculum implementation because of traditional teaching methods; lack of perfect and scientific curriculum evaluation system due to the importance to school-based curriculum less than to national curriculum. On the basis of analysis to these problems, this paper proposes that in order to solve these problems political teachers of high school should change the course concept actively, develop the course awareness correctly; furthermore master the skills of curriculum development, in order to improve the quality of political school-based curriculum development's through training. In addition, we also need to reform the traditional methods that is lecture-based teaching of teachers, improving the effect of political school-based curriculum implementation; at the same time establish and perfect the political school-based curriculum evaluation system of high school.
