As the new century arrives, the impetus for agricultural and rural economic development lies in sci-tech advances and human resources qualities and given that the farmers'vocational education is the most important way to agricultural sci-tech extension and the farmers'quality improvement attention to the role of the farmers'vocational education in improve the farmers 'quality is paid to by various cycles of society. The forms of the farmers'vocational education include radio and TV universities, farmer-oriented training programs,agricultural technical extension, enterprise+farmer, farmer-based economic cooperative organizations private vocational schools and among them, agricultural radio and TV Universities dominates the farmers'vocational education. According to the status quo of the farmers'vocational education of Anyang Municipality, the study investigated and probed into the policies, guidelines and goals of the farmers'vocational education of Anyang Municipality as well as the measures for realizing the goals proceeding from taking into account the background and basic theories of the farmers'vocational education, the particular requirements of the farmers'vocational education of China, and the experiences, existing problems and ideologies and measures of the farmers'vocational education of Anyang Municipality. Its results showed that the farmers'vocational education of China had great potential demands and extensive futures and presented such characteristics as diverse contents and demands, income-increasing dominating, and rational choices to teaching organizations. The farmers' vocational education of Anyang Municipality should be mainly positioned as the secondary education but extend towards the upper and lower levels of the secondary education; be of contemporary relevancy, meeting the requirements in the contemporary development; make great efforts to take the form of distant education by constructing distant teaching networks; and provide services that would highlight addressing the problems about rural area, farmers and agriculture, and be typical of serving the farmers. The development measures for the farmers'vocational education of Anyang should be to obtain administrative supports, to strength economic inputs, to construct distant teaching platforms, to build the "Shuangshi type" capacity" (the capacity of the faculty teaching both as qualified teachers and an experts with expertise), to improve teaching quality, and to make great efforts grass-root typical experiences and training models. Therefore, the study provided theoretical basis for the farmers'vocational education of Anyang Municipality and was of practice significance to the sustainable development in the farmers'vocational education of Anyang Municipality.
