In rural areas, particularly in underdeveloped central and western rural areas, are poor teaching conditions, less developed education and equipment. Also some institutions of higher education graduates do not want to go to teach in rural areas, making rural children be unable to receive quality education. Modern distance education in rural primary and secondary school projects proposed and implemented significantly changed the situation of rural education. The distance education equipment in rural areas is ready, and the key lies in applications. In order to make equipment better serve the students and teachers in rural areas, there must be a good management system, such as the management of educational facilities, the controls on implementation of distance education. The most important thing is to make full use of these equipment and various educational resources, not let them just be a decoration.Xing yang of Henan Province in 2006 has carried out distance education in rural primary and secondary works. The works accelerate the development of information technology in education, and strengthen the primary and secondary education, technical equipment; vigorously implement the modern distance education provides a convenient. Those make Xing yang's education, equipment, information technology education, distance education and so on, adapted to the new situation and development needs.In my paper, primary and secondary schools in rural areas of the Xingyang application of distance education resources to conduct the survey and analysis, on the basis of the discovery of these problems I propose to use IPTV to solve the problem. IPTV is a set of Internet, multimedia, and communications technology in one, including digital television to provide users with a variety of interactive services including brand-new technology. IPTV can integrate equipment and provide a good multi-media resources service, which for resolving Xingyang area equipment and resources utilization of great benefit. Xingyang distance education sites of various towns and townships have access to the Internet, are also equipped with television, so it is feasible to carry out IPTV-based distance education in rural primary and secondary schools.
