With the rapid development of information technology and networks, the level of information society is becoming more and more higher. Educational ideas, teaching methods, teaching model and learning environment have received a huge impact. Information-based education as an important component of educational information,in the use of information technology for the process of modernization plays a basic and guiding role.Because the level of each localities economic development is different, each city's educational informationizing development status and the problems are different. Linyi City, in the South region of Shandong, is the old revolutionary base areas of China, it's construction of educational informanization has local specificity. In this paper, in the form of a questionnaire from Linyi's nine counties and three randomly selected 36 primary and secondary schools to investigate, in five terms of the infrastructure, teaching resources, staff skills, management system, operation mechanism and information technology applications, get the whole picture of the development status of basic education informationization of Linyi. Analyzing the problems in the process of educational information and proposed strategy to promote the level.of educational information deeper.As an exordium, the first part give introduction on research background, target and research method and related concept used in the article.The second part is about basic theoretics involved in information education. This part elaborated the concept and content of educational information, analyzed the characteristics of educational information, brief discussed the index system of education informatization.In the third part,the writer did a research about the construction and application status of Linyi's elementary information-based education ,with the Methods of questionnaire survey and interviews,and then,found the factors that hinder the development of Linyi's elementary information-based education.In the fourth part,the writer proposed eight pieces of strategy,to resolve the questions that hinder the development of Linyi's elementary information-based education.The last section of paper make an summary on entire research work and then bring forward the unperfect content needed.
