With the deepening of the reform-opening policy, co-operations between China and the other countries in the world increase day by day. As a main tool language, English is highly valued in our community nowadays. Until now, the elementary school English education has already experienced 30-year development process in China. And the elementary school English curriculum experimental project in Furong District, Changsha city, has experienced 16 years. Taking the steps of primary school English education in China as a boundary, and basing on the different periods of three English education chief researchers of Furong District, Changsha,we can divide the 16-year development process of elementary English education in Furong District into four periods:start period, standardized development period, reform period and develop steadily period. From four facets which includes the education environment, the teachers'working condition, English teaching textbooks and the classroom instruction characteristic, this thesis analyzes specifically the development characteristics of each period, and straightens out its trend of development. By the means of investigations and researching, the author tries to explore the English education's development process in elementary schools of Furong District, which includes the present situation and its prospects. Thus it will be helpful to research its trend of development. From the" idea of Listening and Speaking go ahead" to "Education for all-around development idea", and from the" idea of New curriculum reform" to "Effective classroom education idea", we can see obviously that the educational reform urges the elementary school English education to develop forward unceasingly. And this thesis also based on the primary education basic situation of Furong District, analyzing the present situation of the primary school English education and the basic situation of elementary school English teaching staff in Furong District. Through questionnaire survey, the author researches the feeling of happiness of English teachers in primary schools in Furong District. And we also get to know some key points about English teachers'work:the working situation, the value degree of school administrators, the professional satisfaction and the professional prospect. In addition, comparing the development conditions of five different districts in Changsha, we can discover the characteristics of English education of each district, and it's helpful to locates accurately the situation of the elementary school English education in Furong District. Even more, according to the social investigation and research activities about private juvenile's English training schools, contrasting the private juvenile's English education with the primary school English education, we can get know that the advantages and disadvantages of them, and we can obtain the real ideas about in-school and out-school English education from parents and pupils, evaluating the quality of primary school English education and those private juvenile's English school education.16-year elementary school English education development in Furong District, Changsha, is mainly due to the government financial support, Teachers'researching and training project, Prominent Teacher project and special educational items. In the future, the elementary school English education in Furong District will be developed from two levels :the school level and the regional level. According to the principles of "different school different situation, balanced development and characteristic development", we seek the actual road of English education development for Furong District and for Changsha.
