Teaching and learning evaluation is also called education assessment, which refers to the procedure based on a specific teaching goal and evaluative standard to judge the teaching quality and to provide data for further improvement of teaching activities and strategies. The start of our country is from 1983. In 2002, June, the department of higher education of ministry of education of PRC put forward "undergraduate teaching and learning evaluation" policy, which integrated with the qualification and school-running level.With the increasing of the large scale of enrollment of the higher educational institution, a large amount of vocational schools transfer into regular college leveled schools. Towards this trend, nowadays, the focus of the educational institutions concentrate more and more on the teaching abilities of the new established colleges. As the governor of the educational institution, something must be done to evaluate on the operation of the teaching activities of the new thriving local colleges. The study of this subject has a significant theoretical and realistic influence.The present paper includes five parts. The first one is the introduction, which covers on the study background and its significance, literature review, the framework and new angle of structure and methodology; The second part are mainly concerned with the analysis of the pedagogy of the local college and suggests the urgency of the improvement of the actual situation. The third one is the concrete exposition, which contrast the actual problem with the deep reasons; the fourth one puts forwards a strategy to perfect the regulation, to enhance the research of evaluative theory, to establish the multiple attendance, to cultivate evaluative culture, to regulate the procedure, to promote evaluative standards and to apply the correct results on actual practice. The fifths part is conclusion, which gives a brief introduction on the limitations of this research.The present paper makes a deep study of the teaching qualities of the new established local colleges integrated with management and pedagogy theories from a personal view. The original points includes:the deep analysis and the detail of the exposition of author's opinion; The comprehensive framework to improve or solve these problems.
