Vocational teachers' qualification system is a certain occupation admission system available for vocational teachers in china. It is significant to carry out this system, which can cultivate teachers' quality, professional development and thus improve teachers'status. since 1993,laws of teachers,teachers' certificate regulations and revisions came out, all of which constitute a law system about teachers' qualification system. however, most time, the deficiency of solo vocational teachers'qualification regulation makes vocational teachers the same degree as the liberal education, which caused the system lack of characters belong to vocational education.Currently,as a substitute standard ,double-skilled system is in a leading position. This paper, through research on some problems in the run pf double skilled system and some good experience from abroad tries to construct a vocational teachers' qualification system full of Chinese feature.The following is the basic framework of this paper:Part1: First, the paper expounded some basic thing about teachers' qualification regulations, and then discoursed its meaning factors and inner relationships between these factors. Next, the paper investigated some theoretical foundations of vocational teachers' qualification system. On this basis, combined with the requirement of double-skilled teacher and problems in the practical use, the paper made a deep analysis on the reason, including the deficiency of teachers' qualification system the deficiency of on-the-job training and encouragement regulationPart2: Based on the problems, the paper analyzed teachers' qualification system in the areas of certificate admission on the job training and the pay and status in Germany Australia American England and Japan. The key point was on the efforts that these countries made in teachers' qualification regulations, which gave our country a sample to learn from and helped to construct the system.Part3:Basd on the current situation, the paper raise some suggestions on construct and implement a vocational teachers qualification system .first, construct a severe vocational-featured qualification standards .second, in the light of the differences of teachers' classifications, use different methods according to the current situations of different areas, such as different salary standard step-forward-eliminated teachers' certificate regulations.
