Education is the key for promoting civilian cultural quality and the cornerstone for invigorating the Chinese nation. As a foundation of educational undertaking, Compulsory education can be the first step for growth of talents. Based on equalization of public service, and on this question of unbalance of current way of running schools in which equalization of compulsory education was put forward. The essence is that ensure the equity of compulsory education. That means the government can provide the relatively equal chance for the rights and obligations of receiving education, the chance and condition of accepting education, the successful educational chance and effects. Promoting the development of equalization of compulsory education is not only the foundation of realiving the social equity, but also the way of achievment of the equalization basic public service. even the necessary requirement of constructing the harmonious society. However, due to the dual and economy structuer in urban and rural, which results in the promblem of unbalance and inequity in front of culsory education and the promblem of disparity of Compulsory education between urban and rural is the obvious.We must take some effective measures to deal with this promblem.This paper has a research based on ChongQing. The 7th, June, 2007, the Sate Council ratify that establish the reform and test area. ChongQing is the only municipality dinectly under the Central Government, which is made up of big city and big countryside and is a huge city with striking contradiction of dual social and economy structure in urban and rural so that the promblem on equalization of compulsory education is worthy of concern. Because JiuLongpo district in ChongQing is the first comprehensive reform demonstration area which has the mixed feature of big city and big rural equiping with the strength and experience of development of urban and rural as a whole. Therefore, we examine Jiulongpo District, urban and rural compulsory education through the development of the problems faced by, you can perspective the development of Chongqing's urban and rural compulsory education, the problems faced.In order to make the research more obieutive and feasible, as the case study, using the index, which measure the educationed development, such as founds investment , the running school conditions, the facility of feachers, the level of the facility of teachers, the running school effects. And making the extensive investigation of positive research in order to reaveal the phenomenon of unbalance , on the basic of which , the author stated the advanced domestic and overseas experimence and the reality of this city, then approaching a subject of the countermeasures . Hoping the paper can provide the theory and advice for the equalization of compulsory education between urban and rural greatly and quickly.
