In recent years, the community organizations in our country grow up rapidly and flourish, which has been highly paid attention by the Central committee of the Communism of China and state council. The Little Writers Association of Inner Mongolia Autonomous Region(hereinafter referred to as “the Little Writers Association”), also coming with the development and opportunity of hitherto unknown. Many years, the Little Writers Association has played an important part in the teaching of composition, literacy creation, cultural exchange, social welfare and so on. However, because the heavily dependence long time on administrative departments cause the lack of vitality and the lagging of business philosophy management concept, also of their pattern. With the increasing competition in the same industry led by the market trend of community organizations, the Little Writers Association theirselves disadvantages more highlight. It seriously restricts the development of the Little Writers Association. How to grasp the current opportunities to develop, to do self adjustment and construction well, so as to gain the ability of longer development becomes the problem need to be considered and solved. The purpose of this study is to clear the directing to future development and to explore strategic thinking. At the same time, set up management ideas for managers to analyze the present situations and solve problems from a strategic point of view.This article starts form the internal and external environment by means of the theory of the form’s development and of the non profit organizations’ management. It studies the present situation, problems and developing strategy. Be reviewing and comprehensive comparison to the Little Writers Association, using the SWOT analysis and discussion due to the position, this paper will explore the orientation way and the development strategy for socialist market economic constitution, so that it can gain the great development in the growing competition.The focus of this paper includes four parts of content. The first part, on the basis of the large collection of documents, summarize the corresponding tools to research on related theories and analysis of development strategy, so as to find out the research ideas for this paper, analyzed, inducted, referenced and reorganized by the scholars at home and abroad’s earlier research. The main content of the second part is to review the development history of the Little Writers Association and to contrastive study the influence on the development of the Little Writers Association in different decision in different time. Meantime, it introduces and analyzes the present situation, combing industry experts’ opinions collected in interviewing and surveying process, and representative opinions and suggestions in service group. Sum up the experience and disadvantages in decision, management, operation and service. The main content of the third part is a comprehensively analysis on the Little Writers Association’s internal conditions and external environment, also combining with the guiding ideology of community work proposed in the 12 th Five Year Plan, and inquires about the problem and hinder in the internal and external environment. The fourth part is the key part of the article, which is the analysis and the choice of development strategy. In this part of the study, combining with the results of analysis of internal and external environment about the Little Writers Association, using the SWOT analysis method, the author analyzes that the key influence factors of internal and external environment of the Youngest Writers Association and puts forward the development strategy with scientific basis according to this. Along the main line of continuous improvement and innovation, starting from the product, service, membership development, station construction etc., this paper guides the Little Writers Association to the development of fixed direction.
