The term “Chinese Dream” first appeared in a poem, which was written in1276by ZhengSixiao. In recent years it started through cultural works to draw us attention and Professor ZhengBijian used it in2003to represent the real situation of Chinese development to refute the Chinathreat theory. And this was how the “Chinese Dream” found its way to the academia. Afterwardsthree consecutive seminar named “Chinese Dream and a Harmonious World” were held by WuJianming to provide a platform for scholars to exchange their ideas about Chinese Dream. At thattime the mainstream views was that Chinese Dream represents development in a peaceful way andrevival of Chinese civilization. Then November of2012, Chinese President Xi Jinping also joinedthe discussion on the Chinese Dream and said that “to achieve the great rejuvenation of theChinese nation” is its profound meaning. He also pointed out that the current two stage targets aremaking comprehensive well-off and socialist modernization come true in2020and2050. Thisspeech given by Xi Jinping, not only unified the meaning of Chinese Dream but also made it onepart of the National Development Plan. Based on this speech more scholars try to analysis themeaning, features of Chinese Dream qualitatively. In this environment this paper is attempt toquantify the Chinese Dream.Based on the previous studies of Chinese dreams and its two phase goals, the paperconstructed an evaluation system in which indexes divided in four levels and sorted to reflect fiveareas which are economy, society, livelihood, environment and international influence. The twophase goals are set with the guidance of national development plan and the help of theory andstatistical analysis methods. Then adopt comprehensive evaluation method to analysis the dataform1990to2011and come to the following conclusions. The first is the overall index had beenincreased almost every year in China and the growth rate was greatly influenced by governmentpolicies, natural disasters, the financial crisis, infrastructure construction and technical progress.The second is compared to the goal of2020,2011has realized83.67%and according to thehistory data the goal of2020can be completed in2017. The third is except for the internationalinfluence index whose trend has greater volatility, the other four secondary indicators are growtheach year in different trend. Environment and people’s livelihood indicators more like lineargrowth trend while the trend of economic growth and social development are quadratic and cubiccurve. The forth is the synchronization of “four modernizations” is growing while the gaps fromagricultural modernization to the other three are larger and larger. According to the results, a fewsuggestions are made such as adjusting the Industrial Struction, optimizing the distribution ofincome, improving agricultural modernization, ensuring social stability, promoting fair of education and increase expenditure on military informatization to realize the Chinese Dream of2020.
