Climate Change is one of the most important subjects in international politics. Climatenegotiation emerges and becomes an important means for different countries to cope withglobal climate change jointly. European Union, as the leader of climate negotiation andgovernance, its strategies impose an impact on the progress of climate negotiation. It is veryimportant for us to have a systemic study on European Union’s climate negotiation strategiesIn this paper, firstly, the author reviews European Union’s guideline and position ininternational climate negotiation. European Union insists on ‘effective multilaterism’,emphases on the the establishment of the rules and highlights the force of the law. Secondly,the author analyzes European Union’s different strategies at different negotiation phases. InUnited Nations Framework Convention on Climate Change and Kyoto Protocol climatenegotiation agenda, the strategy taken by European Union moving from “within ourcapabilities” to “First Strike” and “Set up the model”. European Union shows its wit andflexibility in the mediation with Russian and Japan. In the process of post-Kyoto negotiationsagenda, European Union put pressure on the developing countries, which causesdissatisfaction in the world and lead European Union face failure in the CopenhagenConference. In post-Copenhagen Climate negotiation agenda, EU changes its climatenegotiations strategy, learns the lessons and picks up itself. Thirdly, the author analyzes thechallenges and obstacles that European Union is faced with, which seriously affects its role toplay in Climate negotiations and Governance. EU needs to consider the situation, analyze theinternal and external dilemma and make prompt adjustment to guarantee its leadership ininternational climate negotiations.
