Bigger Department System, also as Super Ministry System, focuses onsimplification of governmental department structure, that is, the management ofsimilar and closely relevant affairs are assigned to only one governmentaldepartment.The advantage of the Bigger Department System is to avoid bureaucraticproblems, including function duplication, multiple leadership, multiple management,and inefficiency of inter-departmental communications and coordinations. Under theBigger Department System, an comprehensive governmental management system, agovernmental department has a bigger managemental field and more comprehensivefunctions while the total number of government agencies declaims, so it leads to lessbuck-passing. To sum up, the characteristics of Bigger Department System are“More Responsibilities in More Fields for One Department, Less Departments inTotal”.The Bigger Department System is an international trend and usual practicesfor governmental structure establishment in developed countries. The centralgovernment has been determined to undergo the Bigger Department System Reform,in order to further improve the governmental department function. The BiggerDepartment Reform is initial for improving socialist market economy system andfurthering social management structure reform.The Bigger Department Reform inFoshan city, known for a bold and innovative practice that can be a pilot project forthe whole nation, has received great approval not only from central and provincialgovernments but also from various circles of society.The Foshan’s practice of the Bigger Department Reform well suits the need ofactual work of county governments, removes the obstruct that caused bygovernmental system’s or structure’s inefficiency, and promotes the social andeconomic development.And for sure, the Bigger Department Reform, a new-bornreform in China, faces challenges in operation, and some problems may come withthe reform.
