In 2003, the exploration of institutional research on the administrative accountability system has started in our country. Governments at all levels attach great importance to the construction of administrative accountability mechanism, introduced specific laws and regulations of administrative accountability. By 2008,china’s administrative accountability mechanism had been gradually institutional, marked the administrative accountability mechanism is moving towards institutional and normalization. As its extension, the public now more attention to the movement of government officials accountable. The report about the comeback of the accountability officials repeatedly, repeated in the media, sparked public dissatisfaction and questioned. People question the implementation of the intention of the administrative accountability and its legality, so that its effect and quality greatly reduced. Now in the comeback process of administrative officials had a quickly back, concealment etc. These phenomena seriously damaged the citizen’s right to know, to participate and exposed the lacks of administrative accountability mechanism and accountability official comeback. Along with our legal and responsible government constructing and the administrative accountability system exploration, the official accountability will not be the case but will become a normal, a system. Under this background, the accountable officials’ comeback as a fellow-up of the administrative accountability, which operating environment directly affects the effect of administrative accountability. It is very important and urgent to establish and improve the mechanism of the accountability officials’ comeback, which has become the main task of the current political system.This thesis based on current administrative accountability mechanism base research achievements, by chart, the status of law and regulation of the accountability official comeback and the current situation of the comeback practice in our country. Based on the analysis of mechanism of accountability official comeback, causing many issues. Secondly, from the two aspects of the law and system of the reasons for the analysis,and tries to put forward to establish and perfect the effective counter measures of china’s official comeback mechanism.
