With the rapid development of China's social economy nowadays,the new-normal has brought ever-growing requirements to the government's ability of governing,which has drawn a higher demand on grass-roots civil servants' ability and quality.Education and training have always been an important approach of enhancing ability and quality.On the one hand,the education and training of civil servants in China have become increasingly standardized and institutionalized,continuously changing from being knowledge-based to ability-based.On the other hand,certain problems still exist in the education and training of civil servants,which need further development and improvement comparing to western developed countries.The question worth discussing is how to enhance grass-roots civil servants' ability and quality to meet the requirements of the situation and the needs of work through education and training.Tax system is an important component of the national administration,shouldering the heavy responsibility of collecting wealth for the country and collecting taxes for the people.Taking the tax system of city A as an example,this paper analyzes and studies the education and training of grass-roots civil servants from the perspective of competency,finds out the problems and causes,and puts forward countermeasures and suggestions.The author believes that the introduction of competency theory is an effective method to improve the education and training of grass-roots civil servants.Firstly,this article defines the concepts of grass-roots civil servants and education and training,introduces the learning organization,training transfer and competency-related theories,elaborates the significance and features of competency education and training.Afterwards,through literature research,questionnaire surveys and other means,it investigates and analyzes the current situation of education and training of grass-roots civil servants in City A's tax system,concluding that the education and training of grass-roots civil servants in City A's tax system have problems of low degree of emphasis,low practical utility,insufficient demand analysis and method innovation,and scarce effectiveness evaluation.The main reasons to such problems are insufficient understanding of the importance of education and training,not taking enhancing competency as the orientation of education and training,and failure of establishing a comprehensive competency education and training system.Finally,this article puts forward countermeasures and suggestions for the education and training of grass-roots civil servants based on competency enhancement.The first is to fullyunderstand the importance of education and training,including the comprehensively understanding of the new requirements for strengthening education and training,the deep understanding of the new challenges posed by the in-depth development,and the further strengthening of the sense of responsibility and urgency for the education and training of grass-roots civil servants.The second is to establish education and training orientation of competency enhancement,including bringing the comprehensive,logical,and coherent advantages of competency education and training into full play,paying attention to the cultivation of hidden factors such as awareness,attitude,motivation,etc.,improving the awareness and ability of grass-roots civil servants to understand,analyze,and solve problems,combining continuous growth of individuals and the long-term development of the organization,and better transforming the achievement of education and training into work effectiveness.The third is to optimize the competency education and training system.Deepening the demand analysis of competency is the key to perfecting the competency education and training system.Through literature research and behavioral event interviews,this article comprehensively examines factors of organizational level and individual level,generalizes competency features of grass-roots civil servants,and builds a competency model for grass-roots civil servants.On this basis,we should optimize the curriculum framework design of competency education and training,strengthen the training of internal and external teachers,establish the evaluation mechanism of competency education and training effect,and strengthen the incentive and restraint measures,so as to continuously improve the construction of competency education and training system.Through studying the education and training of grass-roots civil servants of tax system in City A,this article hopes to enrich and develop the theoretical research and practical application of competency theory in education and training in public sector,transform the traditional education and training theories,put forward new ideas of education and training for grass-roots civil servants,solve the problems existed in traditional education and training,put forward countermeasures and suggestions for the education and training of grass-roots civil servants based on competency enhancement,and provide some reference for the education and training of grass-roots civil servants.
