Along with the deepening of the political system reform and the deepening of the service-oriented government concept,how to promote the transformation of government functions,improve the ability to govern and administrative efficiency,has become a key research topic in the public management discipline.The grassroots level is the "foundation" of the entire society.Grassroots civil servants are the"cornerstone" of the work of the party and the state.As the concrete implementer of the national policy and the actual implementation of government functions,the quality and ability of the grassroots civil servants play a decisive role in the government s ruling level.During the "Thirteenth Five-Year Plan" period,the strategic positioning of Huairou District in Beijing is:Huairou Science City,International Exchange New District,Film and Television Industry Demonstration Zone and a new paradigm of ecological livability.In the new situation,Huairou must develop political,economic,social,cultural and other aspects in a leap-forward manner,and it must continue to improve the capacity of civil servants in Huairou District,especially at the grassroots level.Therefore,it is necessary to construct a competency model for grassroots civil servants in Huairou District,and based on this model,it is necessary to conduct more scientific and effective training for grassroots civil servants in Huairou District.This paper reviews the civil service training,competency model,and competency-based civil service training by consulting relevant literature,and defines related concepts.In addition,through the literature research method,work log method,and behavioral event interview method,the competency characteristics of grassroots civil servants in Huairou District of Beijing were preliminarily extracted.Based on this,a questionnaire on the competency of grassroots civil servants in Huairou District was compiled and distributed to 328 Huairou District grassroots.Civil servants rated the competency characteristics,used SPSS software to process and statistically analyze the collected data,and completed the construction of the competency model for grassroots civil servants in Huairou District.The model consists of 5 dimensions and 25 competency features,which depict the capabilities and weights of grassroots civil servants in Huairou District.At the same time,based on this model,through field trips and questionnaire surveys,the problems and deficiencies in the training of grassroots civil servants in Huairou District were found.There were mainly training methods,unscientific training content design,deviation of training concepts,and training evaluation.The mechanism is not perfect enough.In view of the problems existing in the training of grassroots civil servants in Huairou District,this paper analyzes internal and external reasons:internal reasons,including the lack of enthusiasm and initiative of grassroots civil servants themselves,difficulty in coordination between work and training;external reasons,including lack of training institutions competition,training methods and content are not targeted,and training effectiveness evaluation lacks rigidity.Finally,based on the previously constructed competency model,using incentive theory,adult learning theory,training transformation theory,etc.,it provides optimization suggestions for the training of grassroots civil servants in Huairou District,including the development of training plans based on the competency model and the improvement of training content based on the competency model.And the form,based on the competency model to implement three aspects of training effectiveness evaluation.
