The Ocean has occupied an important position in the evolution of human beings and the economic development of human society. It is not only a regulator of environment, but also a very important space for human being’s sustainable development and hopes. The21st century is the Century of Ocean that great opportunities will be encountered by countries which possess abundant ocean resources like China. China is one of the parties of the United Nations Conference on the Law of the Sea and has a jurisdictional sea area over3,000,000m2, within which370,000m2are complete sovereignty inland waters and territorial waters, mainland coastline more than18,000kilometers, island shoreline over14,000kilometers and mud flat area over20,000m2.The outline of China’s’12th five-year plan’has explicitly pointed out that we ought to steadfastly make coordinated development plans for land and sea, to formulate and implement sea developmental strategy to thus improve the capacity of ocean development, control and integrated management. The report of the18th CPC National Congress further emphasized this strategy upon improving ocean resource exploitation capacity, developing marine economy, protecting marine ecological environment and resolutely safeguarding our nation’s maritime rights and interests to construct China to be an oceanic powerful nation.Our existing marine administrative management system is a traditional segmentation system, which is based on natural marine resource property and its developed industries, making planned management on industries and regions, has set up several marine administrative departments including marine, environment protecting, fishery administration, maritime affairs, frontier defense and customs successively. For this decentralized segmentation management system has some insurmountable defects, problems such as imbalanced development, maritime dispute and ecological balance disruption occur, which counter the demands of economic growth and fall behind the pace of globalization.In February2011, the State Council officially approved the Planning of Zhejiang Marine Economic development demonstration area, which means that Zhejiang’s planning of developing marine economy has been promoted to be a national strategy. In July, the State Council officially approved the setting up of Zhejiang Zhoushan Islands New Area, which is the first new area on the national strategy level themed marine economy. The marine administrative management system plays a very important role in the marine administration. This article tries to analyze the historical development of this system, to make comparative analysis of this system among some main marine countries such as Japan, America and Korea, to learn the advanced experience from them, to mainly analyze the current situation of Zhejiang’s marine administrative management system in order to find a system which would be compatible with the marine economy development strategy, and finally to provide advice for the relevant decision-making departments on improving the marine administrative management system.
