Research On Retirement Cadres' Participation In Intelligence Support Western Mechanism

Retired cadres are the valuable wealth of the party and the country, is a can not be ignored talent resources. In2004, Shanghai proposed the retired cadres involved in intelligence to support the plan, to volunteer service mode, organization has certain technical experience of retired cadres in the western region of Yunnan, engaged in medical, education, help the local train talents. Volunteer service is the elderly participation in society, one of the important ways to realize the active aging. The elderly in China to participate in voluntary service is still in the initial stage, although the relevant government departments to provide security and support measures on the retired cadres in the Western intellectual support, but the development speed is the volunteer team is still slow, recruitment and tissue exposed the difficulties and problems of a set. Study on the influencing factors of retired cadres involved in intelligence support, analysis of retired cadres in Western intelligence support mechanism and the existing problems, to give full play to the role of a retired cadres, improve the participation of the elderly volunteer service, has the extremely vital significance to promote the balanced development of economy of our country region.This paper firstly for old people especially describes the current state of retired cadres to participate in voluntary service, from the public department human resources management perspective and volunteer service perspective of retired cadres, intelligence support western rise, organize and participate in the status of the analysis. Then in Y District of retired cadres involved in intelligence support for western mechanism as an example, the mechanism of the resistance encountered in operation and contradiction, in-depth analysis of the impact of retired cadres to participate in various factors of Western intellectual support. Combined with the actual proposed Y, retired cadres in intelligence support for Western Volunteer legislation, social and individual volunteers on the sense of identity, encourage participation means and retired cadres and autonomy in the presence of four problems and corresponding countermeasures.Finally, the relationship between promoting retired cadres involved in intelligence support and promote the participation in voluntary service the elderly group.This paper mainly adopts the research methods of literature study, historical analysis, empirical research, comparative study, from the important significance of the elderly to participate in voluntary service, explores the promoting of retired cadres in suggestions and methods of Western intellectual support.
