The strategy always need resources to make itself be implemented,whateverexcellent the aims of strategy are planned, the strategy wouldn’t produce greatefficiency, If the designers don’t have enough resources to put forward the strategy.The resource crunch is one of the most important problems faced by U.S.A in theaftermath of the financial crisis. This thesis focuses on two important issues of theUnited States in the formulation and implementation of the strategy after the financialcrisis: one is relatively less resources; the other is that America is making importantstrategic adjustment to return to Asia, that is Asia Pacific re-balancing strategy. Thus,this thesis aims to discuss whether America could achieve strategic adjustmentsuccessfully under the conditions of the defense budget crunch.Facing the increasing importance of Asia-pacific region, especially China’sstrong rise, America thus put forward “Asia Pacific re-balancing strategy” so that itcould be engaged into the affairs of this region, even dominate the economy, politicsand security of Asia-pacific region, and contain China so that maintain its globalleadership, concerning the effects of economy, politics and strategy. But after2010,America continues to cut the defense budget, and America strategic contractionin the global is obvious, thus, comments on whether the “Asia Pacific re-balancingstrategy” would be fully implemented or discounted. The author of this thesis arguesthat in the increasingly tight situation of defense budget, the implementation of the"Asia Pacific re-balancing strategy” is a strategy supported by capitals (especiallydefense budget)and being implemented, but not as what many people comment: AsiaPacific re-balancing strategy is an unrealistic strategy or just a temporary response tothe rise of China.
